Yep, you are correct. If the characters were kerned, then it would require a very expensive machine. But, there isn't any kerning in the document. For example, look at the CYA memo. If there was kerning,then the Y and A would be closer together. Now true, there are places where it looks as if there might be kerning, but that is more likely smearing during one of the copy and/or faxing cycles.
