We're arguing semantics here, so I don't think I need to answer that.

Suffice to say that Bush's official stated position has never changed, that he'd rather not have the government raid SS. Whether that's possible or not is something neither party is willing to answer honestly. But that's beside the point. The "flip-flopping" I'm talking about is the changing of the official stated position, which Kerry does on a regular basis.

But I can see why you'd want to expand the definition of "flip-flopping" to include anything Bush promised he would accomplish, but hasn't yet. Very Clintonian.
