Yes, Clinton shot off almost the entire arsenal of Cruise Missiles. His military budgets did not replenish the ones he used. Perhaps you can spin that one as fiscal prudence. Or maybe it was just his date with Prudence. (I heard he left her with a little sperm on her hands.) (And no, Bush won't be able to say the same.
