There were a series of events that trained our "enemies" that the USA had no stomache for a fight. Carter blew the hostage rescue... Reagan bailed after the Marine barracks were hit... Bush showed some resolve with Kuwait... Clinton bailed on Somalia... Bloody our nose and we will run... Actions like 9/11 are the legacy this attitude promoted. OBL didn't really believe we would do anything substantial in response to the attack. SH didn't believe we would do anything. Syria and Libya came around and believe we would do something. They backed off, publicly dismantled some programs (Libya) and both have shown indications they are moving more mainstream, thanks to the actions taken in Iraq. Ira
