Against "major currencies", the dollar is down 17% nominally and 14% on a "real" or price-adjusted basis.

Also, though judging the strength of the Dollar in the world economy by its exchange rate against any one other currency is ludicrous, it IS worth noting that you can't even get that right. According to the Fed, the US Dollar has fallen by less than 21% against the Euro since Bush took office, from $1.02/€ $1.22/€.
