Pissing has very little to do with it. The socialists of Europe have gutted their military for so long that a deployment longer than a parade strains them to the breaking point.

France has already said they will not send troops. However, they can exert influence in many other ways.

George Bush has essentially burned the bridges, with a prewar Rumsfeld calling France and Germany "old Europe", freezing France out of Iraqi reconstruction and fostering an anti-French movement in America.

A new president is a clean slate. Anyone can do better with respect foreign relations than Bush.
