Pres Clinton had 8 YEARS to address the growing terrorist threat to the USA yet failed to take effective action. Asking what Pres Bush did in 8mos shows desperation on the part of Democrats. It's a silly question. 8mos vs 8YEARS...the Bush Adm barely had time to become familiar with the details of global geopolitical activites in that short period of time, when Clinton didn't recognize the seriousness of the threat in 8 YEARS.
