No. Clinton acted under the auspices of the NATO alliance.

And why would you even think of the USA going it alone.. Isn't it the role of the UN to take care of genocides? or do you think that should be the role of the USA.?

The US, the worlds sole remaining superpower, is the only nation with a military capable of rapid global deployments.

The anticipated role for such situations, according to studies by the US Army War College, is for the US to deploy immediately, under the auspices of the UN, and then provide the logistics for troops contributed by other nations as they arrive for long term UN sponsored peacekeeping missions.

The UN does not have a single soldier - it relies on member nations to contribute forces for the missions it undertakes.
Since the UN does not have a military force, and no other nation has the capabilities to put troops on the ground in remote areas, how do you propose the UN "take care" of genocides?

You also failed to answer my queston to you: Where is your proof that Kerry even considered placing US troops under UN command?
