It's a nuclear hammer, too. Not sufficient for mutually assured destruction perhaps, but enough to ruin the next 100 years for the whole world.

China currently holds the hammer on No Korea

So WHAT'S in the best interest of China?

If Mongolia had nukes and was keeping China tied up would we rush in to clear things up?

Wouldn't it be better for us if we used Mongolia as a pawn to extract all the concessions we could get from China?

China wants to dominate the world and I don't see WHY they would want to make anything any easier for us when it comes to N. Korea.
