The process is mandatory. 5 years after Green Card, to file an application for naturalization, is not negotiable, in terms of current law.

Time to get a green card varies, depending on a number of factors, which is why I stated 2-8 years to get a green card. BTW, as an aside, the cost to get a green card in terms of attorney fees etc is not trivial : a good ballpark would be US$10K.

In any case, if one is a legal work visa holder or a green card holder, one is a taxpaying resident of the US. Illegals are a whole different ballgame.
