That is not a smear campaign, Bush did dodge the war. Everyone knows the champagne unit of the Texas Air Guard was a safe way to avoid combat. Bush and Cheney both dodged the draft. As did Delay, Ashcroft, Limbaugh and many other top rightwingers. Bush did train in the Guard and showed up for a few years, but then avoided his drug test, went AWOL and will not account for where he was in 1972. He then came back in 1973, did a few desk drills and got off 8 months early to go to Harvard. That is a very spotty record, at best. Kerry could have done what Bush did, but he volunteered for combat, did two tours, killed over 20 enemy, saved lives, was wounded three times and then came home to fight to end the war. You can disagree with his politics and support the Vietnam War going on forever, but you cannot criticize this hero's combat record. It is a truly impressive record and all his commanding officers reported that.
