I do disagree with it. Not all "countrymen" are going to understand it. Most don't have the gumption. Many understand it but then become weak over time. This is not an appropriate test.

After the fact (after the US military action is taken) the US should be able to demonstrate it was taken for legitimate reasons.

Yes, I agree. And I believe thinking people see the legitimacy in the war in Iraq.

It is implicit on its face. It must pass a "global test". You're not referring to your "countrymen" with that term. He may have shifted in midstream, but there is ZERO doubt what the term "global test" means. It certainly has NOTHING to do with United States citizens.
