And what exactly will be the UN's wrath?

It should be the same basic thing that happened in Iraq. 10-12 years of sanctions and penalties, and if the government of the county doesn't reform itself, it should get the Iraq regime change treatment.

If the UN is a "world forum", but country A has a dictatorship, who gets to represent country A's population in the world forum?

Country A.

Of course, but who? My question is who from country A is entitled to sit at the UN and speak for country A if country A has no representative government?

Problem with the UN is that it gives an air of legitimacy to too many governemnts that do not represent the will of their people.

What is its choice?

I don't think you read any of my posts. I'm not talking about the current UN structure, but about how I think it should be structured and what its purpose should be.
