Z, Actually, it's against the religious policies of nearly all of the other groups (Hizbollah, Hamas, et al) to attack on land that they haven't determined to be "occupied" Islamic land (dar al Islam, I believe is the term). Al-Qaida's the exception.

You sure it's a religious policy and not one born out of pragmatism? Eh, I guess when it comes to Islamic fundamentalism, the line between the two is blurry.
