Ted, Too much power and money is concentrated in Seoul. Its better for a country to have more than one key city. It leads to an exchange of ideas, competition and allows other parts of the country to join in the prosperity. Plus, Seoul is becoming badly polluted and overcrowded.

Have you ever been to Seoul? It's very beautiful. A lot nicer than New York City, I have to say.

By the way, other parts of the country are indeed joining in the prosperity. Cities like Daegu, Ulsan, Gyeong-ju, and Busan are bustling metropolises themselves. And even the countryside is rather modern. Get this: Cell phone coverage is everywhere, even in remote mountain areas ("remote" being a relative term for the crowded nation).
