The key term is "completeness". He is not saying that we cannot achieve a great deal in combatting terror without Iraq, but that it would fall short of our goal without success in Iraq. Of course, merely by ridding the country of the Saddam regime, we have achieved part of our goal there.

Since the Left doesn't believe in the Iraq war, does the Left think we should send Saddam back into Iraq as a 'leader' to further brutalize and murder?

Bremer is saying that if we lose the war in Iraq, we lose the war on terror?

I believe we will also see "integral" defined as a very important part...not the ONLY part.
