Here is how the flu program works. Researches make an educated guess about what flu strains to make vaccine for each year. The flu is continuously mutating and nobody knows in advance what strain will be prevalent. Sometimes its a mutated bird flu. Sometimes its something else. Sometimes the researchers get it right, sometimes they get it wrong. This has nothing to do with flu suppliers and the President.
