Do you want to know who the "obstructionists" are in the UN? Look at the permanent members of the Security Council and who throws their veto around the most often over the wishes of the majority.

I'd look at the data after the break up of the Soviet Union, but you might have a different time period. Go for it Karen. I would hope you wouldn't pick "one day" as the period of interest. That would be data mining.
