Bush hasn't appointed any yet. Clinton appointed Breyer and Ginsburg, neither of which have had any appreciable effect on the economy that I've heard of.

Rubin clearly lays out how the executive branch did an end around congress, using the Currency Stabilization account tp bail out Mexico.
Most impressive was the conscious disregard of the Moral Hazard implicit in doing so.
