Not that it was our responsibility to do so, but how is it that we never figured out years ago the oil for food program was corrupt? I mean, money talks, loudly. People with no oil background were getting vouchers, we have intelligence assets all over the world, and there had to be some obvious signs.

Not blaming this on Bush, just wondering.
