So, we were dead wrong about the existence of WMD but are absolutely correct about "future intent"? Bush now retroactively justifies starting a war and killing thousands based on that assessment of "future intent".

That's the most pathetic logic imaginable. You may be able to put 2+2 together, but in your mind it equals 22.

The sanctions and inspections were 100% effective in ridding Iraq of WMD. Isn't it possible that sanctions could have been lifted while inspections continued to assure the world that Saddam would not reconstitute WMD programs?

Saddam retained the capability, know-how, and intent to reinstitute his WMD programs as soon as the sanctions were lifted.
