My first job in 77 was for the wire and cable division of GE. They stockpiled slabs of copper (2 huge warehouses in my location and there were 6 plants) in anticipation of a strike.

The strike never happened and cu dropped like 20 cents/ lb (maybe 25% but I forget). In todays environment of just in time and making this quarters #'s I don't see the stockpiling.

Maybe private companies that have the $$'s.
