Software is the answer.

There are enormous inefficiencies in the lack of automation. It's a scandal, really. But proposals out there get a lot of flak about privacy. Lotsa opportunities to cut costs if we could get past that.

It's called Medicare.

I'm assuming you meant Medicaid.

Medicaid works just fine as a catastrophic coverage proxy for the individual. You don't pay into it but you get to take out of it. What a deal! What I had in mind was catastrophic coverage insurance that you actually paid for. <g> Which would be self sustaining and didn't require anything from the taxpayers. Catastrophic coverage couldn't cost very much, just like life insurance doesn't cost much when the insured is a young person. Shouldn't cost more than a few hundred a year. Sort of like homeowners' insurance. Any self-respecting free-loader could be induced.

Using Medicaid that way is a scandal, too.
