Don't forget Kerry's promise to return to the Paygo rules and the fiscal disipline he's promised of if he can't pay for a program, he'll trim it until he can or drop it. Except for a few exceptions, this should be law.

Kerry must tax more. He is following the Clinton strategy of not adding more taxes the first year and then will have to state that he needs more "investment money". Gas taxes,...user fees...and potentially more income taxes. He has to support his spending.
