It was clearly a failure because it didn't deal with the underlying cause of the conflict, Saddam's aggressive ambitions.

Sigh, repeat as required:

1. In 1991 Saddam Husayn ordered destroyed all of Iraq's nuclear weapons research infrastructure. It was destroyed, and never reconstituted.

2. In 1991 Saddam Husayn ordered destroyed all of Iraq's chemical weapons infrastructure. It was destroyed, and never reconstituted.

3. By the mid 1990's, Saddam Husayn ordered destroyed all of Iraq's biowarfare infrastructure. It was destroyed, and never reconstituted.

Reason: Saddam feared the inspection regime of UN programs UNSCOM and UNMOVIC would discover these programs and make his life hell.
