Mary, No way they have a chance to be more of a nuisance than drunk drivers - especially in the USA. The main argument against Star Wars by the left was very valid - if the Soviets launched a 1,000 missiles at us, no matter how good our technology, some would get through. Nothing is foolproof. The problem with your theory is that it is only true if terrorists limit their methods to conventional attacks. 9/11 shows they are driven to strike in a public way, and while the Administration has bee 100% effective since that time - it only takes one attack to slip thru the net and cause massive distruption.
