Your question makes no sense. Tax cuts are ALWAYS good.

PS Greenspan testified that he didn't believe that tax policy was a good tool for managing the business cycle,

Bush has not tried to "manage" the business cycle. Interest rates are much better at that. Bush has merely tried to minimize the adverse consequences of an inherited recession, and frankly, he has done a great job of it.

Why let them expire? How about we cut some spending instead?

You sure seem to want to raise taxes when talking about a balanced budget instead of controlling spending. Makes me think you're not conservative like you say.
