i remember circumstances back in 60's when we would prepare bids for business , knowing we would not be low bidder but if we didn't bid we would be taken off the bid list by local , state gov. so you go through a very time consuming exercise and not get the business. maybe once in a great while you would be successful.. However, you always wanted the opportunity to remain on the bid list as you may want to move product at some time at cost or capture fixed costs.
