This writer misses the point. It was precisely Clinton's poor moral character that fueled his obsession with legalisms and what is is and that ultimately allowed OBL and Al Qaeda to grow and flourish during the 90s.

As early as 1991, OBL had repeatedly stated his deep anger at the presence of US troops in Saudi Arabia, the caretaker of Islam's holiest shrines, and his Al Qaeda recruitment strategy was clearly designed to exploit that widespread anger in the Arab world.

At the same time, Clinton was committed to a sanctions regime against Iraq which was already ineffective and which was guaranteed to keep US troops in Saudi Arabia indefinitely thereby giving OBL and Al Qaeda more room to recruit and train terrorists.

Yet given all that, Clinton never had the moral compass to see that OBL and Al Qaeda would rapidly grow to become the threat that they became even before 9/11 in the attacks on our allies, our ships and our embassies. By the time OBL formally declared war on the United States and its citizens in his famous 1998 fatwa, it was already too late.
