AS, how come Kerry doesn't try to make it illegal for insurance companies to reject individuals that apply for insurance?

He talks about putting them on a federal program, but what if they prefer to buy their own insurance? Why does he want to force people onto a federal program, who want to simply have the right to buy their own insurance.
