Do you think the UN should advocate and promote regime change in North Korea?

To me the answer is an obvious yes. It was a similar obvious yes in regard to Saddam's regime.

The answer is anything but an obvious yes. By what legal right and to what legal process should the UN have and excercise this power?

I don't think it's the UN job to be an advocate for anything. Member nations should bring up charges or proposals along with evidence and they should examine and debate it.
