Legal right? It should be in the UN charter that the UN is responsible for liberating populations that are oppressed and enslaved by their own governments. The NK status quo (where Kim rules by the gun as opposed to by his people's will) should be illegal. Remember, this is my fantasyland UN, not the current group fishbowl UN.

Legal process? Similar to the process offered Saddam where the guy was told to do various things for a decade, and then destroyed since he didn't comply. North Korea should be instructed to reform for a decade or so, and if Kim fails to do so the UN should have him forcibly removed, and then the UN should undergo the 2 (?) 5 (?) 10 (?) year nation building process in NK that the coalition is currently undertaking in Iraq at the moment.
