I think Turner was talking about nukes of which we have just as many as we had before and are busily making newer mobile (Russia) and smaller (us) ones.

Turner does focus on nukes. Though it seems more likely to me that any nuclear event or exchange at this point in time is likely to be very limited.

Certainly the Russians are developing missile systems that BMD couldn't touch. But the trend towards preparing to survive a global thermonuclear exchange seems to have been put to bed. It looks like they're preparing for a scaled down version of MAD...I don't have to destroy the entire US for it to be a deterrent. If I can take out 30 or so major cities, that should be good enough, and it's a hell of a lot cheaper.
