It's call re-distribution, taking from the rich countries(by slowing them down) and giving to the poor countries. As Marx said if you can't get socialism go for re-distribution. Now do you see why we won't(and shouldn't) sign it?

My recollection is US has about 50% of world economic output and generates 25% of it's pollution. We have about 5% of world's population, yes?

If the rest of the world follows with their current pollution generation ratios, the total pollution will rise to 60 times present values. The US will be a flea on an elephant.

The problems of the future will not be the US.
