Yes, in the first instance you are right. But that's a very short term view. In the end, we all suffer, rich and poor.

But I have to agree that the idea of exempting "developing" countries does smack of socialism/redistribution, especially when China has the second biggest economy in the world and India is also well up the list. Clearly, and not only to be fair but to be correct, everyone should cut back on emissions.

But, I have an idea that "developing" doesn't only mean that -- it also means not-white, and then the exemptions make even more sense --- affirmative action on a grand scale. And when one deals with that they will tell us that the "unfairness" is indeed fair and correct because it "corrects" the imbalances of the past. I know, because I have the mantra shoved into my ears on a daily basis.
