The problem with the absenteeism problem is that I can remember the claims against Bush back in 2000. He was never in Texas because he was campaigning across the country. Candidates have to campaign, and Kerry has been campaigning for a long time. No joke intended..it is the nature of the beast.

When Bush flies to a campaign event on Air Force One, his reelection campaign has to reimburse the government the equivilent of first class airfare. So, if there are twenty staffers on the plane going from Seattle to Los Angeles, the campaign pays $10,000 bucks...and the entire executive branch of government moves with the President. So he can't be "absent".
