Not only it's not insanity, if you know how nuclear power stations are operating, but it's an excellent solution to the problem by calling Iran's bluff.

The way things are going Iran is going to be able to produce all the nuclear fuel it wants. If they accept Kerry's proposal, they no longer can claim they need to produce their own, and we control fully the fuel cycle from the time it gets into their power plants till the time it is removed, after it is spent.
