The fact is they planned for the war, they didn't plan for the occupation. The oilfields and infrastructure is under constant attack, as well as the troops and civilians.
At least the VC had to import their weapons across the Ho Chi Minh trail, imagine if they had the resources available to the resistance in Iraq!

As I recall, the Turkish refusal to allow troops to move quickly through there came after the French bluster about it adversely affecting their application to join the EU.

The liberals complain that we didn't have enough troops at the beginning because France blocked their arrival. They forget about the last part though.
