Peru is a thought. I was in Ecuador with a medical mission a few years back. I was pleasantly surprised in many ways. We were based at Riobamba, which is a city way up in the Andes and at the foot of Mt. Chimborazo. Two things were pleasant surprises – first the pleasant temperatures, which as you say for Peru are delightful – second, the friendliness of the Ecuadorian people in that region; although, I understand that may not be the case in the coastal towns, such as Guayaquil. I have heard these towns may be unpleasant, unfriendly, and down right dangerous. In Riobamba however, I experienced zero unpleasantness and the only confrontational behavior I witnessed was between two ladies at an outdoor market arguing about the price of a squash. The cost of (comfortable) living was pleasantly low. I considered relocation there, but figured that the cultural assimilation process might prove more difficult than suggested during my visit. For reasons of cultural assimilation in S.A. some suggest Paraguay, Uruguay, and Bolivia. They argue that the non-Spanish European influence in those countries may be more familiar to Westerners. I wonder about Iceland? Visa restricted New Zealand is another country I enjoyed and would be a nice option.
