Well, won't get much argument from me on those point, particularly that water
fiasco.

Although I would say that not every fault you cite is specific to NZ. I live in
California now, and we have more than our share of blackouts and screwups.
Before that lived in North Carolina - which was also bemoaning the exodus
of its best and brightest (at the time, anyway). NZ hardly has a monopoly on
this kind of stuff.

As to strengths, I was referring more to NZ's economic policy and openness.
In this regard, they've done what they need to do to survive with lots of
bigger sharks.
