No, I am not kidding. The Guard attracts people who see benefits to service but with a low probability of actually being put in harms way -- an approach that helped keep George Bush alive during the Vietnam war. Now the Guard serves a role closer to that served by the draft during the Vietnam war -- a method to get people to fight who would otherwise not have agreed to a combat role.
