Consumption is not necessarily the key, control of the supply is. Iraq has the world’s second largest proven oil reserves, currently estimated at more than 100 billion barrels. Its natural gas reserves are also enormous.

Exploration in Iraq has been practically non-existent for many years. A lot of knowledgeable people believe that additional exploration could result in determination that Iraq's oil reserves could make it a producer on the level of the Saudi Arabia.

Mostly French Totalelffina had a sweetheart deal with Saddam which the US has broken up. He had pledged the rights to the most promising field, the fabulous Majnun field, to the French:

So the French would not have consumed all that Iraqi oil, and we are gluttons compared to them...so what?

The French had a sweetheart deal that would have paid them a ton of cash selling oil to everyone who could have paid for it. This deal got blown by the French failure to get onboard. They knew that once the US invaded, their advantage on Majnun went out the window. So, naturally, they opposed the US, but if you think it was because of some high-minded motives, think again.

What does the French consumption as opposed to ours have to do with anything? It was their plans, bought through corruption, to sell vast quantities of cheap, easily accesible oil which were threatened. And ultimately sunk by the US.
