You can move tons of stuff around and not have it show up on satellites if your careful and have time.

Also you can move material in many different directions quickly and while the fact that something is being moved might be obvious, exactly what is being moved might not be, and it would be impossible to tell from the satellite images all of the locations that explosives could be dispersed to.

We usually had pretty good satellite pictures of Iraq but our human intel in Iraq was apparently pretty lousy.
