The limits are placed on the display of these images by the public institutions, that is to say by the government itself.

What you said before was "I think there are plenty of symbols that should be excluded from public forums". I don't know if there was a law banning flag burning in your private fireplace. It had been banned in public. It's highly doubtful that an individual would get away with appearing in court displaying "the ten commandments" or "for example the swastika, or depictions of an upraised middle finger" as you said.
