Are they part of the Al Qaida hierarchy? What makes you think we are ignoring them?

Unless we know whom to blame and where they are, and have an adequate level of cooperation from both the government and the populace, we can not retaliate reliably. It is not like targeting Red Square.

We did not retaliate against Saddam, we enforced resolutions pertaining to WMDs, in order to ensure that the regime most hostile to the United States, and with what seemed to be dangerous stockpiles, could not abet terrorists against a common enemy, namely, us.
