The nature of free elections is that you can't control what they intent to vote into office.

The only thing you can leave is perhaps a constitution that leaves the checks and balance that would prevent any one group from assuming absolute power.

The election winner wielding power that cannot be subverted by any existing institution is probably a safeguard you need to avoid the Iran example. But these cannot be cast in stone either.

This means that if after January 2005, in an imperfect election, the religious extremists win, then so be it. A few years after that, they will retain power or lose power based on their records too.
