Hi Malcolm - US Consitutiional system - is NOT designed to be fair - it's designed to be stable. Rhode Island and Delaware were much smaller in population than Virginia, Massachuttes, or New York when the Consituiton was written.

The Constituion is also designed to protect minority interests from the "democratic mob" - thus staggerd election of Senators, 2/3 required to overide Presidential veto, Supreme Court check on Congressional Power, etc.

I believe one model that also worried the founders was the populace of Rome, which tended to be an unchecked mob after Rome became an Empire. Thus the preference for more power away from dense populations of the cities.

Also quite a few reactionary non-slave owners.

Proportionality tends to have the same problems as popular vote.

With popular votes, you win by turning out your base voters, who tend toward ideological extremes. Red meat and name calling work well, so do scare tactics. Candidates tend toward extremes.

With winner take all, you want to go to swing states, and convince undecided voters and the more moderate members of the other side to go to your side. This tends to be done by reason, moderate positions, and pork barrel projects. This tends to pull candidates toward the center.

I certainly don't feel that Nevada has disproportionately more power than California. If any thing, the smaller states need more protection from the clout of the large states.

Anybody know who the Governor of Nevada is ? ;-)
