You will never get the many small states to agree to eliminate their fixed votes (and comparative influence advantage over the few large states). The only realistic option is to require proportional allocation of currently apportioned electoral votes. This will eliminate the problem of a decisive popular vote win accompanied by an electoral college loss, which is what almost happened in this election, and will increasingly be happening in future elections, because of the campaign distortions caused by the winner take all electoral college system.
