The BBA could be reintroduced in the Congress (though I don't see any of our fiscally liberal Congress members lining up to do it), or there are OTHER methods for getting it rolling. As for the line item (which I have always supported) because of the supreme court ruling it would take a Constitutional amendment to enact it as well. All the people TALKING about it now --- but not lining up to propose an amendment --- are just pandering... and they know it.
