They were put there intentionally because they are prime targets for incoming nukes and you want them in an area with low population density.That pretty much summarizes the difference between Red and Blue. The feds said it was federal property and, no, they had no intention of abandoning any federal property anywhere. The South Carolinians opened fire on Fort Sumter. The war was on. Hundreds of thousands of dead and millions of casualties later, the feds had possession of it all. And, like it or not, the rebels did what the federals wanted.
